Metro Vancouver - Annacis Island WWTP Contract A504 Construction and Commissioning

The AIWWTP project was a significant upgrade, increasing capacity 61% from 450 MLD to 725 MLD. This included post-disaster construction of 5 new Primary Sedimentation Tanks, 6 new 40-meter diameter Secondary Clarifiers, 800 meters of channels and service corridors, a new Primary Odour Control Building, and significant electrical upgrades in other existing areas. This construction required 60,000 m3 of concrete, with most all of it being water-retaining structures. The project had more than 400 tie-ins, requiring detailed planning and contingencies so as not to affect the existing plant.
As the Commissioning Manager, we managed and executed all aspects of start-up and commissioning of the project. This included producing in depth, technically written testing plans to ensure safe and exhaustive testing activities to bring the various areas of the project online as they became available. Thousands of detailed procedures that were as granular as step-by-step testing methods for individual INC instrument tags and single control points. It also included overall process scopes such as bringing entire treatment streams online with live process and integrating them into existing operational facilities. We interfaced with the design engineers, the end user, and embedded with the client’s operational staff regularly to ensure the right environment was present for successful startup. By hosting weekly technical start up meetings, beginning 6 months before the first piece of equipment was energized, for all stakeholders as well as facilitated handover documentation through to project acceptance we were able to ensure a clear communication path and well defined limits of system custody. We provided design insight for process system optimization based on field experience and managed electrical and instrumentation sub-trades to facilitate all levels of testing at the field level from QAQC oversight to field level Loop Testing.
